Long-term categories

Category names are bound to evolve. This has several implications.

When I implemented categories, I decided not to reference them by name but by a database identifier. And indeed, their names have changed more than twice...

In GMail, where I had my first-hand experience with tags, I have two different friend categories: French friends and abroad friends. Problem is: my abroad friends may speak French, and my French friends tend to go abroad in great numbers, blurring the boundaries.
As this example demonstrates, it can be difficult to choose on what criteria to base the distinctions.
My advice would be to divide between what and why: are your categories descriptive, or practical?
